FLSA: Full Time –Exempt 40 hours per week Supervisor: Program Manager

Summary
Under the direction and supervision of the Program Manager, the Program Supervisor will be responsible for
providing leadership, mentoring, and training to Harm Reduction projects, to ensure the highest quality provision
of services. The HRP Program Supervisor’s primary responsibilities will be to oversee staff supervision, for the
street-based Harm Reduction/Syringe Service, Mobile Testing Unit reduction activities, including syringe
exchange, naloxone, safe use and safe sex education, HIV, HEP C and STI testing, peer support, and Naloxone
training and distribution for all HOPICS participants. Conduct daily tracking of activities, be responsible for day-
to-day oversight of operations, develop and coordinate relationships with partner agencies, ensure program quality
control and documentation accuracy, and monitor follow-through of participant linkages and referrals.
Under the direction of the Program Manager, the Incumbent will be responsible for:
Essential Functions
Keen understanding of the harm reduction principles, philosophy, including awareness of health issues,
drug treatment alternatives, safety concerns. and homeless landscape throughout the Los Angeles
Continuum of Care, the Coordinated Entry System, and SPA 6 (South LA, Lynwood, Compton, and
Paramount)
Must know, understand, and be able to articulate the mission, vision, and core values of HOPICS Harm
Reduction services.
Establish a working knowledge of all HOPICS programs and their eligibility criteria for referral and
linkage purposes.
Contribute to the implementation and oversight of HRP projects.
Follow all best practices for establishing and maintaining a syringe exchange, and safety guidelines for
biohazard handling and disposal.
Be prepared to respond appropriately to emergency situations that may be encountered, including needle
stick injuries and overdose.
Must develop and maintain a peer-based support system for naloxone distribution.
Coordinate outreach, participant engagement, rapid health screening, and health education activities.
Support care coordination, referrals, linkage services, and CMAA-related activities.
Ensure staff documentation is accurate, timely, and compliant with program, funder, and reimbursement
requirements.
Educate participants on available harm reduction, prevention, and community health services.
Partake in development of policies and procedures for the MTU services.
Contribute and implement MTU protocols and training with personnel.
Maintainin inventory and order harm reduction supplies as needed.
Contribute and implement learning curriculum that is consistent with current trends and best practices.
Tracks and analyzes learning curriculum effectiveness through various evaluation techniques, including
the evaluation of individual performances.
Maintains current industry knowledge; stays abreast of potential training topics.
Designs and/or delivers additional content, as assigned, to support any training needs identified for harm
reduction.
Assist personnel with time surveys, services plans, assessments, and linkages.
Contribute to meeting contract compliance and program performance targets.
Recruit, select, train, supervise, and evaluate staff (i.e., individual supervision meetings, staff meetings
and performance evaluations)
In collaboration with the Program Manager, project resources (people and material) to ensure deliverables
are completed in scope and on schedule.
Monitor staff efforts to ensure high quality service provision.
Track daily staff activities and report summaries to the Program Manager
Assist in monthly reporting to our contractual funders.
Attend daily HRP team “huddles” and agency programming meetings.
Establish and maintain working relationships with partner agencies, with housing providers, mental
health, substance use and primary care providers, law enforcement agencies, benefits programs,
employment programs, and other supportive service providers in SPA6
Provide support quality control duties to ensure required documentation is up to date.
Assist the Program Manager in program quality improvement projects.
Maintain accurate files/records on activities, client services in compliance with HIPAA, CFR 42 and other
funding requirements for auditing purposes.
Present the HRP in a professional manner to clients, funders, certification entities, and the public
Monitor participant follow-through with referrals and services, provide ongoing support with system
navigation, and assist participants in accessing resources that promote stability and overall well-being.
Facilitate internal referrals and/or appointments within HOPICS and coordinate services with other
HOPICS programs.
Effectively and professionally manage relationships with all clients/participants and staff
Attend SPA 6 CES Community Design Team meetings when appropriate.
Attend division-wide meetings and training as needed or required.
Attend all program, department, and funding specific meetings and training as required or needed.
Perform any other appropriate responsibilities as assigned by the HRP Program Manager, for Community
Services & Division Director.
Attend meetings associated with other projects as assigned by the Program Manager, Associate Director,
Deputy Division Director, or the Division Director
Maintain appropriate boundaries with staff, clients and community partners.
Adhere to SSG’s Code of Ethics and HOPICS’ Core Values.
Represent the Agency in a professional manner at meetings and community events.
Responsible for coordinating van usage, van maintenance and upkeep
Identify knowledge gaps and provide appropriate ongoing outreach training to address staff training
deficits.
Some evenings and weekends are required.

Minimum Qualifications – Knowledge, Skills and Abilities Required:
At least two years of experience supervising multiple employees.
Incumbents will have 2 years of lived experience or working in the harm reduction field.
Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.
Verification of Employment Eligibility and Background Clearance Ability to communicate effectively,
both written and orally.
A valid driver’s license and reliable transportation. Current proof of Auto Insurance is required.
TB test required (Not more than (3) months prior to or (7) days after date of hire and renewal annually
thereafter.) CPR and First Aid Certification required within 30 days of employment with company.
Ability to use Excel spreadsheets, and word processing skills required.
Ability to understand and carry out oral and written direction.
Knowledge of various community-based treatment providers is necessary.
Non-Essential Qualifications - Knowledge, Skills, and Abilities
● Working knowledge of Excel, HMIS, and other database programs is desirable.
● Bilingual in English and Spanish is desirable
Supervisory Responsibilities:
The Program Supervisor will be responsible for supervision of HRP staff and may be responsible for other staff as
needed. The Program Supervisor will be responsible for approving staff timesheets, disciplinary actions, and staff
evaluations.
Environmental Conditions (Working Conditions):
The environment for this position is office and field based. Must be able to work in an environment with many
priorities, busy, and fast paced. Must be able to problem solve, adapt to changes that are unpredictable. Must be
able to work with highly aggressive clients. Must be able to work in various shelter environments.
Exposed to highly aggressive clients: must communicate too many sources including courts and outside
community agencies: sometimes noisy, loud, and disruptive clients.
Physical Requirements:
In the course of performing this job, the incumbent typically spends time sitting, standing, walking, speaking,
thinking, listening, and carrying (20lbs). Will spend some time each week providing oversight to outreach teams
operating in possibly dangerous situations near streets, river bottoms and homeless encampments. Must sit at
computer for data entry and reports: sometimes spend time driving and walking and carrying
equipment/files/charts. Assisting client with moving their personal belongings. Speak to staff and outside agencies
in public meetings and Provider Meetings. Represent the Agency in a professional and positive manner.
