Summary

Under the direction of the Interim Housing Senior Manager of Operations & Safety, the Security Program Manager is responsible for overseeing, coordinating, and ensuring the effectiveness of security operations across multiple Interim Housing sites serving families and single adults. This position ensures the safety and security of clients, staff, visitors, and agency property by implementing trauma-informed, equitable, and client-centered security practices aligned with Housing First, Harm Reduction, and low-barrier service models.

The Security Program Manager provides leadership to security personnel, oversees incident response and crisis intervention, ensures compliance with agency policies and regulatory requirements, and manages administrative, operational, and budget-related functions. This position operates with a high level of independence while collaborating closely with Interim Housing leadership to maintain safe, respectful, and supportive shelter environments.


Essential Functions

• Oversee daily security operations across multiple Interim Housing locations.

• Ensure compliance with agency policies, procedures, security protocols, and emergency response procedures.

• Coordinate staffing schedules to ensure adequate security coverage across all assigned sites.

• Oversee implementation and monitoring of access control systems, visitor management, and facility security procedures.

• Apply Housing First, Harm Reduction, trauma-informed care, and low-barrier practices throughout all security operations.

• Coordinate deployment of Security Program Supervisors and security personnel to meet operational needs.

• Serve as the primary liaison between security staff and Interim Housing leadership.

• Ensure security practices align with program goals while maintaining a safe and welcoming environment for clients.

• Monitor safety risks including trespassing, contraband, behavioral concerns, environmental hazards, and other security-related issues.

• Conduct routine facility inspections, security audits, and risk assessments.

• Oversee implementation of amnesty locker procedures, sharps disposal practices, and site safety initiatives.

• Lead crisis intervention efforts utilizing trauma-informed de-escalation techniques.

• Serve as the primary point of contact during critical incidents, emergencies, evacuations, and safety-related events.

• Coordinate emergency response efforts with law enforcement, fire departments, emergency medical personnel, and community partners.

• Ensure all security personnel are trained in Naloxone (Narcan) administration and emergency response procedures.

• Supervise Security Program Supervisors and provide indirect oversight of all assigned security personnel.

• Conduct employee coaching, performance evaluations, corrective action, and disciplinary processes as needed.

• Develop staff schedules and monitor overtime to ensure operational efficiency.

• Develop, coordinate, and facilitate staff trainings including:

  • Trauma-informed care
  • Crisis intervention and de-escalation
  • Cultural competency
  • Homeless engagement best practices
  • Safety and emergency response

• Ensure accurate completion and review of incident reports, shift reports, safety documentation, and operational records.

• Review operational data, identify trends, and implement strategies to improve site safety and security.

• Assist with departmental budget planning, invoice review, and operational expenditures.

• Ensure compliance with agency policies, funder requirements, licensing standards, OSHA regulations, and applicable federal, state, and local laws.

• Verify required security postings, safety notices, and emergency information remain current and visible at all locations.

• Collaborate with program leadership, internal departments, community partners, and law enforcement agencies to improve security operations.

• Represent Special Service for Groups and HOPICS professionally during meetings, inspections, audits, and community collaborations.

• Collaborate with Interim Housing Operations leadership to review, update, and implement the Interim Housing Critical Incident Policy.

• Maintain regular attendance.

• Perform other duties as assigned.


Secondary Functions

• Provide on-call support during emergencies, critical incidents, and operational needs.

• Work evenings, weekends, holidays, and alternate shifts as operationally required.

• Assist with special projects, audits, inspections, and emergency preparedness activities.


Minimum Qualifications - Knowledge, Skills and Abilities Required

• High School Diploma or GED required.

• Three (3) to five (5) years of progressively responsible security experience, including a minimum of one (1) year in a supervisory capacity.

• Valid BSIS Guard Card required.

• CPR and First Aid certification required.

• Naloxone (Narcan) training required.

• Valid California Driver's License, reliable transportation, and current automobile insurance required.

• Verification of Employment Eligibility and successful Background Clearance required.

• TB clearance required prior to hire or within seven (7) days of employment and renewed annually thereafter.

• Knowledge of security operations, emergency preparedness, risk management, and safety practices within congregate care or shelter environments.

• Knowledge of Housing First, Harm Reduction, trauma-informed care, crisis intervention, and de-escalation techniques.

• Strong leadership, employee supervision, coaching, and performance management skills.

• Excellent verbal and written communication skills.

• Strong conflict resolution, problem-solving, and crisis management abilities.

• Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.

• Ability to analyze incident trends and prepare operational reports.

• Ability to manage multiple priorities and oversee security operations across multiple locations.

• Ability to exercise sound judgment while maintaining professionalism in high-pressure situations.


Preferred Qualifications

• Associate's Degree or higher in Criminal Justice, Public Administration, Emergency Management, Social Services, or a related field preferred.

• Experience working with individuals experiencing homelessness or within supportive housing programs preferred.

• Nonviolent Crisis Intervention (CPI) certification preferred.

• Additional security certifications including baton, handcuffing, OC spray (mace), or other BSIS-approved certifications preferred.


Supervisory Responsibilities

Directly supervises Security Program Supervisors and provides indirect oversight of all assigned security personnel. Responsibilities include interviewing, hiring recommendations, onboarding, training, scheduling, coaching, performance evaluations, corrective action, disciplinary processes, and ongoing staff development.


Environmental Conditions (Working Conditions)

This position is based in both office and field environments and requires frequent travel between multiple Interim Housing locations. The incumbent must be comfortable working in shelters, community settings, outdoor environments, and locations where clients may be experiencing behavioral health crises, substance use, or other high-stress situations. The position requires flexibility, adaptability, and the ability to respond to emergencies at any time.


Physical Requirements

The incumbent regularly sits, stands, walks, climbs stairs, drives, speaks, listens, and uses computers and communication equipment. Duties require prolonged standing and walking throughout multiple facilities, responding to emergencies, conducting inspections, and occasionally lifting or moving materials weighing up to 50 pounds.


Mental Requirements

This position requires the ability to manage multiple priorities, shifting deadlines, frequent interruptions, and emergency situations while exercising sound judgment and professionalism. The incumbent must possess strong critical thinking, decision-making, organizational, communication, and leadership skills, and be able to effectively supervise staff, resolve conflicts, and maintain composure while working in high-stress environments.
