Summary
Under the direction of the Harm Reduction Program Manager, the Harm Reduction Coordinator collaborates across the harm reduction program and Homeless Outreach Program Integrated Care System (HOPICS), a division of Special Service for Groups (SSG), to support planning, implementing, and delivering comprehensive health screenings, harm reduction, overdoes response and trauma informed care best practices training/education. Responsibilities include conducting harm reduction interventions for individuals at high risk of HIV/AIDS and Hepatitis C, facilitating the operation of a mobile testing unit, and providing supportive services such as HIV testing, STI and Hepatitis C screening, and linkage to care, while ensuring adherence to certification and departmental guidelines. Additionally, the coordinator will help evaluate harm reduction education curriculums, facilitate learning solutions, and provide logistical support for field health screenings and training sessions.

Essential Functions

  • Conduct harm reduction interventions for individuals at high risk of HIV/AIDS and Hepatitis C, including distributing sterile syringes in street-based and mobile settings, while adhering to CLIA waiver certification and health department guidelines.
  • Conduct group and individual counseling sessions to assess clients' needs, provide current, accurate health information, and facilitate evidence-based curriculum using various learning techniques.
  • Assist in project data collection, evaluation activities, and reporting, ensuring all documentation meets departmental and grant requirements, while maintaining accurate field notes and logs.
  • Provide supportive services such as HIV testing, STI and Hepatitis C screening, and linkage to care, including referrals to substance use disorder treatments, housing, medical, and mental health services.
  • Provide harm reduction, and overdose recognition and response trainings, including Naloxone administration, to community members and program participants.
  • Implement and contribute to development of comprehensive training in harm reduction, ensuring staff and participants receive current, accurate harm reduction program information.
  • Plan, create, and help develop some harm reduction education topic outlines and curriculums, incorporating various learning techniques and formats, while reviewing linguistic and cultural appropriateness of materials.
  • Help evaluate training programs and materials, facilitate learning solutions, and maintain current industry knowledge to provide high-impact, interactive training sessions.
  • Coordinate logistics of health screenings and training settings, oversee administration of training, and provide logistical and technical support for staff and participants.
  • Demonstrate empathy, engagement, flexibility, and strong interpersonal skills while working independently and collaboratively to achieve organizational goals.
  • Perform other duties as assigned by their immediate Harm Reduction Program Supervisor, Harm Reduction Program Manager, Associate Director, and or Division Director. Provide support for the administrative and data-related Information Technology Department functions.
Supervisory Responsibilities
  • This position does not have any supervisory responsibilities.

Minimum Qualifications - Knowledge, Skills and Abilities Required
  • Lived experience, related field, or equivalent work experience
  • 1-2 years of experience delivering, presenting Health screenings harm reduction, social injustice, restorative justice or culturally responsive training/education, preferably in a social service setting.
  • Bilingual in English/Spanish may be required depending on assignment.
  • Meet organizational driver requirements.
  • 1-2 years of practical presenting experience with developing and delivering training solutions
  • Intermediate skill level MS Word, MS Excel, and MS PowerPoint
  • Aptitude and desire to learn new tools and techniques quickly
  • Demonstrated success in developing learning curriculum
  • Strong motivational and interpersonal skills
  • Strong presentation and classroom management skills
  • Demonstrated ability to work both independently and within a collaborative team environment
  • Ability to work with individuals from diverse cultural, ethnic, and socio-economic backgrounds
  • Ability to communicate effectively both written and orally with collaborative entities; neat and professional appearance; attention to detail and punctuality required; working knowledge of Microsoft Word, Excel, and Internet is desired.
  • Professional experience working within a multi-integrated team.
  • If in recovery, a minimum of three (3) years of being drug and alcohol free is required.
  • Verification of Employment Eligibility and Background Check.
  • Maintain access to reliable transportation that is supported with valid Driver's License and valid insurance.
  • CPR, Fingerprinting and First Aid Certification within the first thirty-days (60) of employment (along with HIV. Hepatitis and STI testing/training) in the first 6 months of employment.
  • TB tests are required annually. 
  • Maintain and uphold Agency mission statement, values, policies, procedures, and principles
  • Ability to work with staff, participants and partner agencies from diverse cultural, ethnic, and socio-economic backgrounds.
  • Ability to communicate effectively, both written and orally. A Valid California Driver’s License and proof of insurance are required.


Environmental Conditions (Working Conditions)
May be exposed to highly aggressive staff, participants: must communicate with stakeholders.  Local automobile travel is required. Some evenings and weekends may be required.  Sometimes noisy, loud and disruptive clients.

Physical Requirements
The Harm Reduction Coordinator typically spends time sitting, standing, walking, driving, carrying (max. 25 lbs.), listening, speaking.

Mental Requirements
This position will require the individual to be able to handle any/all the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules: be able to process information, think and conceptualize.
