Summary
Under the direction of the Housing Department Manager, the Housing Department Supervisor will supervise the Housing Specialists and Unit Acquisition Specialists. S/he will also supervise all landlord engagement efforts and ensure landlord relationships are maintained and improved.

Essential Functions
  • Create and maintain systems and procedures for the on-going review of files and properties to ensure contract compliance and landlord responsibilities.
  • Track and monitor all active cases that are receiving financial assistance.
  • Ensure weekly review of client files takes place.
  • Manage and maintain Unit Inspection Request Log and assign all approved Unit Inspection Request.
  • Ensure completeness of financial assistance request packets.
  • Ensure timeliness of financial assistance packet submissions (within one week of inspection).
  • Work collaboratively with SSG’s fiscal department.
  • Maintain an up-to-date landlord contact sheet with method of delivery, email, phone number and addresses.
  • Ensure compliance of Landlord Document Library.
  • Ensure the delivery of payments (mail, drop-off/pick up) is completed.
  • Schedule and attend quarterly landlord meetings.
  • Point of Contact for landlord concerns and issues that arise that Housing Team are not able to resolve.
  • Establish a housing network by developing links with landlord and property management companies and investors.
  • Develop partnership with landlords and property management companies to give priority to HOPICS tenant referrals.
  • Ensure housing stock is current and distributed.
  • Review data and verify data in HMIS and ensure that case notes are entered within 24 hours.
  • Provide technical assistance to the team as needed.
  • Analyze data and provide reports on a weekly, monthly, quarterly, and annual basis.
  • Submit weekly and monthly reports to Associate Director
  • Facilitate monthly staff meetings and one on one supervision with staff.
  • Provide coaching and develop direct reports.
  • Develop team based on strengths and ensure support is provided where needed.
  • Collect weekly productivity reports, weekly staff reports and phone logs on a regular basis.
  • Responsible for recruiting and hiring staff.
  • Review and Approve leave requests and timecards.
  • Complete performance evaluations and address any performance issues as needed.
  • Work collaboratively with Homeless and Housing Program staff to ensure permanent housing placement goals meet performance targets.
  • Attend the monthly Manager’s meeting on a regular basis.
  • Must utilize processor, create spreadsheets, database applications and conduct internet research as necessary.
  • Coordination with the SPA 6 CES providers.
  • Respond promptly to owners and program staff regarding the status of payment.
  • Assist with preparation project reports in accordance with funding requirements.
  • Attend all mandatory program and division meetings and training.
  • Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS Core Values.
  • Represent the Agency in a professional manner at meetings and community events.
  • Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for audit purposes.
  • Regular attendance required.
  • Other duties as needed.



Secondary Functions
Perform other duties as assigned by the Financial Assistance Coordinator Systems Administrator, Housing Department Manager, Associate Director of Property Management and Development, Deputy Director, and Division Director. Overtime, holiday, and weekend work may be required.

Minimum Qualifications - Knowledge, Skills, and Abilities Required
  • Bachelor’s Degree from an accredited college or university or five (5) years of property management experience/knowledge and five (5) years of management experience;
  • Three (3) years of supervisory experience;
  • Basic knowledge of Microsoft Word, Excel, Appfolio or Yardi and Internet;
  • If in recovery, a minimum of three (3) years of being drug and alcohol-free is required;
  • Knowledge of basic filling structure, ability to organize and manage multiple priorities. Ability to do concise documentation and effectively communicate in written and verbal form;
  • Experience working with homeless families and the ability to work with clients from diverse culture, ethnic and socio-economic backgrounds;
  • Neat and professional appearance. Attention to detail and punctuality are required;
  • Must have reliable transportation, California Driver’s License and Automobile Insurance.

TB test, CPR and First Aid certification required. (Note: Results may not be more than (3) months prior to or (7) days after date of hire and renewed annually thereafter.)

Supervisory Responsibilities
This position requires supervision of all project-related staff. The Housing Department Supervisor will supervise the Housing Specialists and Unit Acquisition Specialists.

Environmental Conditions (Working Conditions):
May be exposed to highly aggressive clients: must communicate with many sources including public paying agencies, courts and outside community agencies. Some evenings and weekends may be required. Sometimes noisy, loud and disruptive clients.

Physical Requirements
The Housing Supervisor staff typically spends time sitting, standing, bending, climbing, walking, carrying (max 25 lbs), listening, speaking, and typing.

Mental Requirements
This position will require the individual to be able to handle any/all of the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules: to be able to process information, think and conceptualize.
