Summary
Under the direction of the Deputy Director and Associate Director of Housing Stabilization the Program Manager of Housing Stabilization Program, and in collaboration with a team of program managers and supervisors, the Housing Stabilization Program Manager will be responsible for the overall direction and supervision of a portfolio of one and/or more Housing Stabilization programs and contracts as assigned, including (Shallow Subsidy- Prevention and TLS, Time Limited Subsidy, Prevention, Home Safe, and Brining Families Home. For both family and individual programs, the Program Manager will directly supervise case management and other staff as well as any subcontracted partnerships (if applicable). Additionally, the Program Manager will be responsible for meeting the program and fiscal requirements as set forth in the contracts; maintaining community relationships with public and private organizations; and providing reports and documentation as necessary for the operation of the project.
Essential Functions
- Maintain and analyze program operations within the prescribed budget for assigned programs and contracts. Track and maintain program expenditures.
- Organize and implement a culturally competent project that aligns with the designated evidence-based model for service delivery, including curriculum implementation.
- Supervise day-to-day activities of programs and staff.
- Convene and facilitate 1:1 supervision, Housing Stabilization, staff meetings; coordinate and facilitate staff development and training.
- Participate in and attend all special project meetings and training as required.
- Provide short and long-range planning in collaboration with program leadership.
- Oversee and provide direction to ensure that all case management staff assist clients at every state of the Bringing Families Home and Housing Stabilization process
- Communicate effectively with the contract monitor and funder, partner agencies, fiscal and human resources personnel, management, staff, and clients.
- Ensure that staff update the participant’s housing status within twenty-four hours of any change.
- Coordinate with staff to ensure that all information, tracking services (ie., Housing Stability Plan creation/updates) and referrals, are completed with a case note on services provided to the participant within 24hrs following the provision of the services in HMIS and CS care system.
- Work with the Housing Team to locate housing and secure housing, for all unhoused participants.
- Effectively monitor contract compliance and completion of contract goals/objectives; work collaboratively with agency management and provide (oral/written) reports as necessary; prepare project reports in accordance with funding requirements.
- Supervise client files and ensure adherence to funder definitions and guidelines. Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for auditing purposes.
- Convene and facilitate Housing Stabilization staff meetings; coordinate and facilitate staff development and training; participate in and attend all special project meetings and training as required.
- Implement and monitor SSG personnel policies and procedures for compliance with applicable state and federal regulations.
- Work in coordination with the Access Center and other departments with establishing eligibility and referral processes.
- Communicate effectively with the contract monitor and funder, partner agencies, fiscal and human resources personnel, management, staff, and clients.
- Maintain landlord relationships.
- Work collaboratively with funder staff and community stakeholders; attend community and stakeholder meetings as required.
- Provide guidance and support to subcontractors.
- Coordinate with the housing, quality assurance, and fiscal departments to ensure documentation completeness and financial assistance disbursements.
- Efficiently manage and monitor data integrity and quality assurance of client and program milestones and service outcomes.
- Maintain appropriate boundaries; adhere to SSG’s Code of Ethics and HOPICS’ Core Values and represent the Agency in a professional manner at meetings and community events.
- Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
- Weekly 101 supervisions with direct staff.
- Revise and approve timecards and payroll system.
- Collaborate with management within the divisions to support program growth
- Weekly/Bi-weekly client care meetings with direct reports.
- Complete and maintain direct staff Performance Evaluations.
- Attending all management meetings.
- Review HMIS for all required documents for Housing Stabilization Programs.
- Review all referrals submitted for Housing Stabilization Programs.
- Facilitate Eligibility Meeting/ program support meeting on a monthly Basis with subcontractors and internal staff/programs as needed.
- Efficiently manage, monitor, and deliver several priority tasks to meet program requirements and guidelines.
- Able to work in a fast-paced environment
- Efficiently coordinate, collaborative with other agency departments to ensure clients have smooth transition.
- Efficiently coordinate and monitor special projects as needed to meet program benchmarks.
- Regular attendance required.

Minimum Qualifications - Knowledge, Skills and Abilities Required
- Bachelor’s degree in systems, Social Services or other administrative or business sector from an accredited or state approved college or university, with a minimum 2–3-year job-related management, supervisory or leadership experience, OR a commensurate combination of relevant education, leadership, and direct programmatic experience in homeless services and supportive housing. If in recovery, a minimum of three (3) years of being drug and alcohol free is required. High Proficiency in HMIS, Microsoft Word, Excel, Access and other database programs. Accurate and concise documentation. Neat and professional appearance. Attention to detail and punctuality required.
- This position requires supervision of all projects related staff and oversight of partner agencies. The Manager will supervise the following staff: Case Managers, Housing Navigators, Driver, and other personnel as necessary. Staff reports to the Sr. Manager of Housing Stabilization.
Environmental Conditions (Working Conditions)
- May be exposed to highly aggressive clients. Must communicate with many sources including public paying agencies, courts and outside community agencies. Local automobile travel is required. Some evenings and weekends may be required. Sometimes noisy, loud and disruptive clients.
Physical Requirements
- The Program Manager typically spends time sitting, standing, walking, driving, and carrying (max. 25 lbs.), listening, speaking.
Mental Requirements
- This position will require the individual to be able to handle any/all the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules: be able to process information, think and conceptualize.
