Summary
Under the direction of the Associate Director of Housing Stabilization, the Senior Manager will provide direct oversight over the Single Adult Housing Navigation, Time Limited Subsidy, Pathways Home, Inside Safe and Encampment Resolution Programs.  The Senior Manager will directly supervise the managers overseeing these programs and be responsible for each program's overall success.      


Essential Functions
 
  • Lead and provide direct supervision and coaching to a team of housing stabilization managers.   
  • Facilitate weekly team meetings with the Housing Stabilization managers.
  • Provide administrative oversight for housing stabilization programs, ensuring efficient administrative processes, proper documentation, case notes, file management, and programs and contracts comply with funder requirements.
  • Provide programmatic oversight, ensuring program operations are in alignment with scopes of services.  Ensuring high quality and evidence-based client interventions.
  • Ensure field staff are trained to safely provide field-based services, including encampment and motel-based programs.
  • Provide contract oversight for each program, monitor spending, analyze trends, and monitor outcomes.
  • Develop, analyze, and review program budgets. 
  • Provide reports on a weekly, monthly, quarterly and annual basis.
  • Work collaboratively with program management staff within various departments to ensure programs are successful.
  • Provide oversight of subcontractors and provide technical assistance as needed to ensure contract compliance.
  • Meet and interface with various funders as needed and represent the agency externally.
  • Facilitate monthly collaborative partner’s meetings.
  • Create, develop, and update program policies and procedures. 
  • Review data and verify data in CLARITY, CS System and Care System.
  •  Provide reports on a weekly, monthly, quarterly and annual basis. 
  • Review and Approve leave requests and timecards.
  • Complete performance evaluations and address any performance issues as needed 
  • Responsible for recruiting and hiring staff.
  • Work in coordination with LAHSA, LACDA, HACLA, County, City, Public Counsel, LAUSD, Baby 2 Baby, DPSS, Crystal Stairs and others as needed.
  • Join SPA 6 provider meetings as needed.
  • Attend all mandatory program and division meetings and trainings, as assigned by his/her supervisor and division director. 
  • Communicate effectively with the contract monitor and funder, partner agencies, fiscal and human resources personnel, management, staff, and clients.
  • Work collaboratively with funder staff and community stakeholders; attend community and stakeholder meetings as required.
  • Provide guidance and support to subcontractors.
  • Coordinate with the housing, quality assurance, and fiscal departments to ensure documentation completeness and financial assistance disbursements.
  • Maintain appropriate boundaries; and adhere to SSG’s Code of Ethics and HOPICS Core Values.
  • Represent the Agency in a professional manner at meetings and community events.
  • Maintain files/records on client services in compliance with HIPAA, 42 CFR Part 2 and other funding requirements for audit purposes. 
  • Regular attendance required.
  • Other duties as needed.
Secondary Functions:
  • Work on special projects as assigned.
  •  Perform other duties as assigned by Associate Director and Deputy Director.

Supervisory Responsibilities:
The Senior Manager will supervise the following staff within the Housing Stabilization department: Single Adult Housing Navigation manager, 2 Time Limited Subsidy managers, program coordinators and drivers. 

Minimum Qualifications:
Knowledge, Skills and Abilities Required: Must have a minimum of 3 years’ experience supervising teams.  Must have 3 years' experience in a program oversight capacity, preferably programs that serve homelessness, or populations in crisis.  A bachelor's degree in a Social Service-related field, master's degree preferred.   If in recovery, a minimum of three (3) years of being drug and alcohol free is required. High Proficiency in HMIS, Microsoft Word, Excel, Access and other database programs. Accurate and concise documentation. Neat and professional appearance. Attention to detail and punctuality required.

MANDATORY Qualifications:
Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds. Ability to communicate effectively, both written and orally. A Valid California Driver’s License and proof of insurance is required. Verification of Employment Eligibility and Background Check is required. TB test required (Note: Results may not be more than (3) months prior to or (7) days after date of hire and renewed annually thereafter.) CPR and First Aid certification required within 24-48 hours (about 2 days) of employment with the company.

Environmental Conditions (Working Conditions):
May be exposed to clients in crisis requiring de-escalation. Must communicate with many sources including public paying agencies, courts and outside community agencies. Local automobile travel is required. Some evenings and weekends may be required. Sometimes loud and disruptive clients.

Physical Requirements:
 The Senior Manager typically spends time sitting, standing, walking, driving, and carrying (max. 25 lbs.), listening, speaking.
Mental Requirements:
This position will require the individual to be able to handle any/all the following: constant distractions, interruptions, uncontrollable changes in priorities/work schedules: be able to process information, think and conceptualize.
