Summary

Under the supervision of the Associate Director for Street Based Engagement, the Senior Manager is responsible for the operation, management, programmatic oversight and activities of the Inside Safe (ISP), Encampment Resolution Fund (ERF), and Pathway Home (PH) programs. She/he will provide support and direction to Program Managers of the following programs and associated staff: Inside Safe (ISP), Pathway Home (PH) & Encampment Resolution Fund (ERF), as well as streamline and standardize direct services within all HOPICS encampment programs.


Essential Functions

●   Provide direct oversight of all operations and activities of the Inside Safe, Encampment
Resolution Fund, and Pathway Home programs.
●    Provide supervision for Program Managers of the following programs and associated staff: Inside Safe (ISP), Pathways Home (PH) & Encampment Resolution Fund (ERF).
●    Develop, maintain, and implement a training plan for new and existing encampment programs and managers to include but not limited to the following: SRS, Program Design, HMIS, Performance Targets/ Key Performance Indicators, Case Management expectations and implementation, program forms, and program policies and procedures.
●    Maintain an in-depth knowledge of all SPA 6 outreach efforts, LAHSA, Department of Health Services, Department of Public Health, and Department of Mental Health policies and procedures and implement changes as needed.
●    Develop policies and procedures and create forms to ensure the effective operation of Inside Safe, Encampment Resolution Fund, and Pathway Home programs responsible for conducting interim housing to homeless individuals and families throughout SPA6, and effective coordination for all encampment efforts in SPA6.
●    Responsible for coordinating with the Department of Health Services, Department of Mental Health, Department of Public Health, law enforcement, LAHSA, governmental offices, and other agencies to provide support leading to housing solutions for homeless clients.
●    Provide oversight of the encampment efforts, service provision, and staff interactions Inside Safe, Encampment Resolution Fund, and Pathway Home clients services, and programs.
●    Track data related to contractual performance targets, LAHSA reporting, mapping homeless populations, client referrals, staff caseloads, and service-related trends.
●    Responsible for monitoring client progress, changes in homeless populations and demographics, and service-related experience.
 
●    Cultivate resources and collaborate with community partners that will enhance service planning and delivery.
●    Conduct quality assurance checks of client files and ensure that all provider documentation requirements are fulfilled.
●    Available on an on-call basis for emergency situations encountered by all encampment employees.
●    Implement a crisis response protocol for all Inside Safe, Encampment Resolution Fund, and Pathway Home staff and clients.
●    Attend regularly scheduled and as-needed coordination and/or team meetings with DHS, LAHSA and other agencies involved in homelessness.
●    Work closely with mental health agencies, primary care physicians and clinics, substance use treatment centers, housing providers, landlords, law enforcement and other organizations to ensure clients’ needs are met.
●    Review all billing and supplementary documentation to ensure accuracy and ensure that collaborative partner payments are processed timely.
●    Efficiently manage and monitor data integrity and quality assurance of client and program milestones and service outcomes.
●   Assist Program Managers with ensuring programs are fully integrated with Coordinated
Entry System(s).
●   Effectively monitor contract compliance and completion of contract goals/objectives.
●    Work collaboratively with agency management and provide (oral/written) reports as necessary.
●    Prepare project reports in accordance with funding requirements (if applicable).
●    Assist with preparation for audits, program monitoring visits, fiscal related matters, and certifications.
●    Provide guidance to Program Managers in monitoring clients files to adhere to funders definitions and guidelines.
●    Collaborate with Contract, Compliance, and Performance Department to ensure all locations meet audit requirements.
●    Coordinate with the Housing Stabilization department to ensure documentation completeness and financial assistance disbursements.
●   Provide individual and group supervision to direct reports.
●   Coordinate direct service staff development and training.
●   Maintain appropriate boundaries; and adhere to SSGs Code of Ethics and HOPICS’ Core
Values.
●   Represent the Agency in a professional manner at meetings and community events.
●    Maintain files/records on client services in compliance with HIPAA & CFR42 and other funding requirements for auditing purposes.
●    Prepare and submit timely and accurate reports to Associate Director, Deputy Director, and Director as needed or directed.
●    Responsible for managing and monitoring the contract budgets for all encampment programs, as well as providing technical assistance to the program managers with their respective program budgets.
●    Represent the Division in a variety of community settings including funder, provider, and community meetings, and major events.
Monitor subcontractor(s) process, outcomes and ongoing delivery of services.
 
●   Regular attendance required.
●   Other duties as needed.
●    Perform other tasks, duties or lead special projects as assigned by the Associate Director, Division Director and/or Agency Director as needed.

Minimum Qualifications - Knowledge, Skills and Abilities Required

●   Bachelors Degree (Masters Preferred).
●   5 years or more experience with social services.
●   3 years’ experience managing or supervising staff.
●   Knowledge of the Los Angeles County homeless services landscape.
●   California Driver License, Proof of Car Insurance, Reliable transportation.
●   Ability to organize and manage multiple priorities.
●   Experienced on Microsoft Word and Excel.
●   If in recovery, a minimum of three (3) years of being drug and alcohol free is
 MANDATORY.
●    Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.
●   Verification of Employment Eligibility and Background Check.
●   Ability to communicate effectively, both written and orally.
●   Ability to work with homeless clients with chronic physical and behavioral impairments.
●   Overtime, holiday, or weekend work may be required.
●   Knowledge of SPA 6 homeless landscape.
●   Familiar with Homeless Management Information System (HMIS) and CHAMP.

Supervisory Responsibilities:

●    The Senior Manager will be responsible for the supervision of Program Managers for the following programs and associated staff: Inside Safe (ISP), Pathways Home (PH) & Encampment Resolution Fund (ERF)

Environmental Conditions (Working Conditions)

●   The environment for this position is office and field based.
●   Must be able to work in an environment with many priorities, busy, and fast paced.
●   Must be able to problem solve, adapt to changes that are unpredictable.
●   Must be able to work with highly aggressive clients.
●   Must be able to work in various shelter environments.
●    Exposed to highly aggressive clients: must communicate to many sources including courts and outside community agencies: sometimes noisy, loud and disruptive clients.
●   Must be comfortable running video meetings.


Physical Requirements
 
●    The incumbent typically spends time sitting, standing, walking, speaking, thinking, listening, and carrying (20lbs).
●    Must sit at the computer for data entry and reports.
●    Sometimes spend time driving and walking and carrying equipment/files/charts.
●     Assisting clients with moving their personal belongings.
●    Speak to staff inside and outside agencies in public meetings and provider meetings.
●    Represent the Agency in a professional and positive manner.
